• A student-applicant must:
    • be an unmarried Hong Kong Resident;
    • have the right of abode, right to land or valid permission to remain without any condition of stay (other than the limit of stay) in Hong Kong; and
    • attend a school belonging to one of the categories of schools and class levels as stipulated in the individual financial assistance schemes (Please visit the website of relevant department for details of the Assistance Schemes for Primary & Secondary Students and those for Pre-primary Students).
  • An applicant must be the parent or guardian (as recognized under Guardianship of Minors Ordinance, Cap 13) of the student-applicant(s). (Otherwise, applicants must explain in detail with proof why this cannot be complied with in the application form.)
  • Students holding visitor visas, two-way exit permits, student visas only or who are dependents of student-visa / visitor-visa holders are not eligible.
  • Generally speaking, if families currently in receipt of the Comprehensive Social Security Assistance (CSSA) have children studying in primary and secondary schools or kindergartens and other class levels below, they should apply direct to the Social Welfare Department for school-related assistance for their children.
  • Applicants can apply for various student financial assistance for their child(ren) at pre-primary, primary and/or secondary levels by completing one single “Household Application Form for Student Financial Assistance Schemes”, which is family-based.
  • Applicants may submit application by means of online E-Form through personal computers or mobile devices (e.g. smart phones). Applicants may also save and retrieve unfinished E-Form for completion later.
  • Applicants submitting online E-form may use “iAM Smart+” to digitally sign the Declaration of the E-form. Otherwise, applicants will need to print, sign and upload/mail separately the signed Declaration.
  • New applicants need to upload copies of the following documentary proof (please refer to the application form / guidance notes / notes on how to complete and return the application form for details of the requirements and the latest arrangements):
    • The one-way permit / visa / permit to remain in Hong Kong / Hong Kong Birth Certificate of the student-applicant if he / she is not a holder of the Hong Kong Permanent Identity Card such as holding one-way permit / dependent visa / other entry visa or is under 11 years old
    • Identity documents of the applicant and his / her family members as listed in Part II of the application form (excluding student-applicant but including the dependent parent(s) (if applicable)) if they are not holders of the Hong Kong Identity Card
    • Documentary proof on Hong Kong bank account, e.g. bank statement / first page of bank book
    • Documentary proof on family income
    • Other applicable supporting documents, such as documentary proof on single-parent family and the proof for supporting dependent parents
  • New applicants may also complete and submit the paper-based application form SFO 7B, together with copies of relevant supporting documents, to Tsimshatsui PO Box 96824, Hong Kong by post.
  • Applicants should pay attention to the application procedure and timetable for each school year.

  • After completing the eligibility assessment, Student Finance Office will issue notification of result to applicants by post starting from around August (or from around September for new applicants applying for subsidy schemes at pre-primary level). Student Finance Office will also issue notification of result to applicants who submitted online E-form through the e-service platform.
