- The Government has launched the three-year Pilot Scheme for Elderly Recipients of Comprehensive Social Security Assistance to Reside in Residential Care Homes in Guangdong (Pilot Scheme) starting from 1 October 2025. The Pilot Scheme aims to subsidise elderly recipients of Comprehensive Social Security Assistance (CSSA) who choose to retire in the Guangdong Province to reside in residential care homes for the elderly (RCHEs) under the Residential Care Services Scheme in Guangdong (designated RCHEs) to enhance their quality of life.
- With a quota of 1 000, each eligible elderly person will receive a monthly subsidy of HK$5,000 under the Pilot Scheme, in addition to receiving CSSA.

Elderly beneficiaries must meet the following requirements in order to apply for the Pilot Scheme:
- CSSA recipients who are eligible for or currently participating in the Portable Comprehensive Social Security Assistance Scheme (“PCSSA Scheme”) Note;
- going to reside in or already residing in designated RCHEs (please click here for the list of the designated RCHEs); and
- not receiving any other subsidy for residential care services from Social Welfare Department (SWD) or other organisations concurrently.
In addition to passing the income and asset tests of the CSSA Scheme, applicants for the “PCSSA Scheme” must also:
- be Hong Kong permanent residents who have lived in Hong Kong for at least 7 years;
- be aged 65 or above; and
- have received CSSA continuously for at least 1 year immediately prior to the date of application (applicants with breaks in payment totalling no more than ten days within the one-year period are regarded as meeting this requirement).
- If the applicant is an authorised public housing tenant, he/she must surrender his/her public rental unit or delete his/her name from the tenancy before leaving Hong Kong.
- The recipients currently receiving PCSSA payments in Guangdong Province may submit their applications to the Approved Service Provider (ASP) of the Pilot Scheme, New Home Association (NHA) on the Mainland. They are not required to return to Hong Kong to complete the relevant procedures.
- CSSA elderly recipients in Hong Kong should apply for the PCSSA Scheme and the Pilot Scheme to the Social Security Field Unit responsible for their cases and the ASP respectively. All application procedures should be completed in Hong Kong.
- If the applicant has been medically certified to be unfit to make a statement, the application form should be signed by his/her CSSA/PCSSA appointee, who is authorised by SWD to act on his/her behalf.

Applicants/appointees should submit the completed Pilot Scheme application form with copies of the following required documents for ASP’s verification:
- The applicant’s Hong Kong Identity Card/other valid identity document(s);
- The appointee’s identity document(s), if the application is submitted by an appointee;
- Documentary proof of the applicant’s designated Hong Kong bank account for receiving CSSA/PCSSA payments (the account holder’s name and bank account number must be clearly shown); and
- Documentary proof of the appointee’s designated Hong Kong bank account for receiving CSSA/PCSSA payments (the account holder’s name and bank account number must be clearly shown), if the application is submitted by an appointee.
- Free of charge
- Upon receipt of the Pilot Scheme application form, the ASP will contact the applicant/appointee to conduct an interview and verify the relevant documents, as well as assist them with completing the application procedures.
- The applicant/appointee or his/her family members are required to select a suitable RCHE from the list of designated RCHEs participating in the Pilot Scheme and arrange for admission on his/her/their own.
- SWD will issue a notification letter to inform the elderly beneficiary/appointee of the application result and the disbursement arrangements.
- SWD will credit the Pilot Scheme subsidy to the elderly beneficiary’s/appointee’s designated Hong Kong bank account for receiving CSSA/PCSSA payments on a monthly basis.
