Application Eligibility for "Southbound Travel for Guangdong Vehicles ("STGV") (Entry into Urban Area)":

  • Applicant Eligibility
    • Aged 18 or above
    • A Mainland resident holding a valid Resident Identity Card of the People's Republic of China
    • The registered owner of the private car concerned
  • Vehicle Eligibility
    • Registered in Guangdong Province with valid licences
    • Non-commercial small passenger vehicle
    • No more than 8 seats (including the driver's seat)
    • Less than 6 metres in length
  • Driver Eligibility
    • No more than two drivers can be designated for each vehicle
    • A designated driver must:
      • be a Mainland resident holding a valid Resident Identity Card of the People's Republic of China
      • hold a valid travel document for entry and exit, such as the Exit-Entry Permit for Travelling to and from Hong Kong and Macao or the Exit-Entry Permit for Travelling to and from Hong Kong and Macao for Official Purposes, along with a valid endorsement for visiting Hong Kong
      • hold a Driving Licence of the People's Republic of China; and
      • hold a Hong Kong Full Driving Licence with a permitted class that includes private cars
  • Note
    • Vehicles that currently possess the "Guangdong-Hong Kong Regular Quotas" are not eligible to apply for the STGV

An eligible applicant must first register for balloting via the STGV Information Management Service System. Ballotees may submit application and supporting documents for the STGV (Entry into Urban Area) to the Mainland authority.

After the Mainland authority completes the preliminary vetting, the application information and supporting documents will be forwarded to the Transport Department ("TD") for processing. The TD will notify the applicant of his application status and the required procedures via the email address provided during the application.

The Hong Kong application procedures of the STGV (Entry into Urban Area) are as below:

Step 1: Vehicle Inspection

  • Upon receiving an email notification from the TD, the applicants must arrange for their vehicles to undergo and pass an inspection at a vehicle inspection centre designated by the TD in the Mainland before the deadline specified.

Step 2: Vetting of Eligibility for Applicants and Designated Drivers

  • Once the vehicle has passed the inspection, the TD will vet the eligibility of the applicant and the designated driver(s), and notify the applicant of his Hong Kong application number and the subsequent steps in approval process via email.
  • Applicants may check their application progress and complete the required procedures at any time through the TD's STGV (Entry into Urban Area) Application System (Chinese version only).

Step 3: Submission of Address Proof and Verification of "e-Contact Means"

  • If the applicant is one of the designated drivers driving to Hong Kong, he will be identified as "Designated Driver 1", and the International Circulation Permit ("ICP") will be applied for in his name. If the applicant will not be driving to Hong Kong, the "Designated Driver 1" shall be the first driver listed by the applicant when submitting the application to the Mainland authority, and the ICP will be applied for in the name of the first driver.
  • After passing the preliminary vetting of the applicant and designated drivers' eligibility, the applicant will receive an email notification from the TD for submission of Hong Kong address proof of the "Designated Driver 1" (Permit Applicant).
  • After completing the submission of the proof of Hong Kong address for "Designated Driver 1", the applicant must assist "Designated Driver 1" in completing the verification of the "e-Contact Means" in the STGV Application System.

Step 4: Submission of Vehicle Insurance Supporting Documents

  • Upon completion of the vetting of the Hong Kong address proof, the TD will notify the applicant by email to submit the details of the Hong Kong motor vehicle third party risks insurance and upload a copy of the insurance policy.
  • The applicant must follow the instructions in the email to take out a third party risks insurance which takes effect at the specified period in the email and upload the full copy of the insurance policy.
  • Application for the "Southbound Travel for Guangdong Vehicles (Entry into Urban Area)" is free of charge.
  • The fee for each vehicle inspection service is capped at RMB 450, and each centre may determine its own charges within this upper limit. Issue of Electronic ICP and Approval Letter

  • If the application is approved, the TD will notify the applicant by email and issue the Electronic ICP and Approval Letter.
  • The applicant must log in to the Application System to download the electronic version of ICP and Approval Letter.
  • The TD will assign a Hong Kong vehicle registration mark to the Guangdong vehicle issued with an ICP. The applicant must arrange for the production of Hong Kong vehicle number plates that comply with Hong Kong legal requirements and display them on the vehicle for entry into Hong Kong. Top up HKeToll Account

  • An applicant issued with an ICP and Approval Letter will receive an email from the HKeToll Toll Service Provider or an SMS from #HKeToll within 3 days, which contains HKeToll account login credentials (account number and default password).
  • Please log in to the HKeToll official website or mobile app as soon as possible to top up the account for toll payments.

Follow the instructions of the Mainland authorities to complete the follow-up approval process

  • The applicant issued with the ICP and Approval Letter must then follow the instructions of the Mainland authorities to complete the follow-up approval process for his application, and will be notified of the application result separately upon completion.
  • If an applicant eventually fails to obtain approval from the Mainland authorities or if the approval is cancelled, the ICP and Approval Letter issued by the TD will become invalid.
  • Travellers who have been issued with the ICP under the STGV and have completed the required procedures with Mainland authorities must register through the STGV (Entry into Urban Area) Booking System (Simplified Chinese version only) when planning to visit Hong Kong via the Hong Kong-Zhuhai-Macao Bridge ("HZMB") Hong Kong Port.
  • If the number of registrations exceeds the travel quota, allocation will be determined by computer-based balloting; if the number of registrations is below the travel quota, balloting will not be required.
  • After obtaining a reserved quota, travellers must upload the proof of the Hong Kong motor vehicle third party risks insurance policy through the Booking System, covering the vehicle's entire period of stay in Hong Kong. Upon the successful verification of insurance, travellers may complete the booking and obtain a Booking Confirmation in order to travel on the Travel Date.
  • Guangdong vehicles should travel to Hong Kong on the reserved Travel Date via the HZMB Hong Kong Port. The duration of stay in Hong Kong must not exceed the validity period of the ICP, and the vehicle must return to Guangdong Province via the HZMB Hong Kong Port within three calendar days (the Travel Date and the departure date inclusive; any part of a day will be counted as one calendar day. For example, if travelling on 5 February, the vehicle must depart on or before 7 February, regardless of the actual entry time, or before the expiry of the ICP, whichever is earlier).
  • Overstaying in Hong Kong may result in the administrative measures taken by the Guangdong and Hong Kong governments under the Management Measures, including the revocation of its approval and ICP, or even the suspension of future applications for the applicant and the designated drivers.
  • When the Guangdong vehicle is in Hong Kong, a printed copy of the ICP must be displayed in a conspicuous position on the left-hand side of the vehicle's windscreen. Otherwise, the vehicle must not be on or be used on any road in Hong Kong. If requested by a police officer or a traffic warden, the Approval Letter must be produced for inspection.
